Vienna, Austria: Over the course of 2021, in line with its Implementation Plan of the 2019 Call for Action, several intergovernmental meetings were organised under the Budapest Process.
By discussing the following subjects – Attitudes towards migration/migrants in countries of origin and destination; Impact of Climate Change on migration and development in the Silk Routes region; Irregular migration and smuggling; Return, readmission and reintegration; Legal migration and labour mobility; and International protection of refugees – the Budapest Process was able to address most of its six priority goals.
The meetings bring together officials from across its network of state and non-state stakeholders and while these forums provide the space for learning, coordination and collaboration, they also serve as arenas for agenda-setting as well as the expression of priorities. The aim of the dialogue is to provide input to ongoing operational cooperation in focus countries while at the same time allow ideas for new projects to be conceived and created. In this regard, the Budapest Process set up a Reference Group (comprising 15 countries from within its network) in Spring 2021 to provide a stronger link between meetings and the development of opportunities for deepened operational engagement for the dialogue.
The participants of the Reference Group assessed three project proposals and agreed to endorse them for implementation. The three proposals cover: the promotion of regional law enforcement cooperation; joint vocational training for demand-based labour migration; and inclusive, rights-based and sustainable return and reintegration. All three projects will focus on cooperation between Silk Routes and European countries. At the same time, the Budapest Process oversaw the creation of knowledge products in order to serve as an evidence base for the dialogue and on-the-ground projects.
