Expert workshop in Iraq on Irregular Migration

Baghdad, Iraq: ICMPD delivered the third expert training workshop on Irregular Migration, organised under the project, “Developing the Iraqi Government’s knowledge and expertise in migration governance” (Project IMED). The workshop, conducted through a hybrid approach, was held at the Coral Palace Hotel in Baghdad on 15-16th September 2021.

The team of experts provided the project’s Core Group (consisting of officials from within the ministries of Foreign Affairs, Interior, Migration and Displaced, Planning and Labour and Social Affairs) with introductory aspects of irregular migration. Focus was placed on understanding the key elements and differences between trafficking in human beings (THB) and the smuggling of migrants (SOM); identification of victims of THB; explaining mechanisms on how to develop a comprehensive state response to THB and SOM; understanding the social dimension of THB, including the rights of irregular migrants; and highlighting the importance of data collection and research. Furthermore, participants from the Ministries of Interior and Labour & Social Affairs provided the national legal framework and mandates on irregular migration in Iraq.

With the aim to build further capacities and promote a whole-of-government approach to migration management, ICMPD will organise the fourth workshop under the project in October 2021 which will focus on the return and reintegration of Iraqi migrants.

This project is funded by the Swiss State Secretariat for Migration (SEM) and implemented by ICMPD.
